A man saves a child hanging from a balcony

A child climbed over the railing of an apartment on the sixth floor of a building in Angarsk, Russia. He found himself hanging in mid-air. A neighbor living on the floor below intervened and managed to save him. No one was injured. The authorities were informed of the incident. The Irkutsk Oblast Investigative Committee has opened an inquiry to determine whether those responsible for the child failed in their duty under article 156 of the Russian Criminal Code.
