The French government is stepping up financial penalties against municipalities that fail to meet the social housing quotas required for social mix. In 2022, these fines reached almost 115 million euros. At the same time, a bill scheduled for mid-2024 aims to reform the SRU law, increasing the pressure on local councillors. This situation is creating a tense climate between the government and municipalities, particularly with certain cities such as Nice, which despite a significant deficit in social housing, has benefited from exemptions. Criticism of this practice is mounting, with towns such as Saint-Maur-des-Fossés, Gémenos and Bandol among the most penalized.
