In an altercation in Rocky Hill, Connecticut, Thomas Brocuglio, a 37-year-old truck driver, honked at Allen Ganter, a 57-year-old off-duty police officer, for an improper driving maneuver (while on the phone). Ganter, annoyed by the honking, confronted Brocuglio, took a photo of his license plate and threatened to ticket him. The exchange escalated when Brocuglio asked for his badge number, prompting Ganter to punch him in the face. After threatening arrest, Ganter was charged with disorderly conduct and assault. He was suspended without pay for five days and must undergo crisis management training for three years.
