On April 21, a Grand Rapids officer was implicated in the shooting death of William F. Voelker, a 69-year-old man. The Wisconsin Department of Justice announced that the officer would not be charged. At around 10:57pm, the officer arrested Voelker, who was wanted on suspicion of bail violation. During their conversation, Voelker drew a gun, despite the officer's warnings. After firing, the officer called for help and attempted to provide medical assistance to Voelker, who died on the spot.
