A 39-year-old Hartford man, Samuel Rivas, who admitted to using phencyclidine (PCP), has been charged with assaulting several people in the parking lot of the Price Rite supermarket, including an elderly woman and a West Hartford police officer. Witnesses reported that Rivas was acting irrationally, and body camera footage shows Rivas assaulting the officer. A "Good Samaritan" assisted the officer in restraining Rivas until additional officers arrived. Rivas was transported to the hospital for injuries sustained prior to the altercation with police and was charged with several felonies, including assault on an officer and second-degree assault on an elderly person. The West Hartford Police Department thanked the Good Samaritans for their assistance.
