Handcuffs on the wrists, a detainee tries to get out of a police car!
In Newhall, California, a driver was able to film an inmate attempting to escape from a police vehicle. The inmate was being transferred to another facility when he tried to sneak out the window. Handcuffed, he could not get very far.
